Job Description

About the Role:

The Meter and Role Governance Product Manager will define and operationalize ServiceNow’s licensing governance and tooling strategy across the company’s portfolio of products and AI-native platform services. This role will ensure alignment between product design, entitlement models, pricing strategies, and audit compliance — laying the foundation for hybrid subscription and consumption-based business models.

You will be the connective tissue between Product, Engineering, Pricing, Legal, and Compliance teams, ensuring that every product launched adheres to a unified framework of entitlement policies, role definitions, and metering standards that scale globally.

1. Strategy & Vision

  • Establish a clear vision for ServiceNow’s licensing and metering governance in alignment with corporate compliance, commercialization strategy, and product roadmap goals.
  • Define a multi-year roadmap for scalable licensing frameworks supporting hybrid subscription and consumption-based models.
  • Partner with the VP, Product Management – Commercialization Focus, to ensure licensing design is embedded into product strategy from inception, not added post-launch.

2. Process & Tooling Ownership

  • Design, document, and evolve standardized licensing workflows across all product and platform teams.
  • Drive the implementation of internal tools for entitlement tracking, license validation, metering, and audit readiness.
  • Define APIs and integration points between product services and the entitlement management layer to ensure consistent usage tracking.

3. Governance & Compliance

  • Establish and manage executive governance review boards for the introduction or modification of meters, entitlements, or cross-BU roles.
  • Implement control mechanisms and automated checks to ensure audit readiness and regulatory compliance.
  • Partner with Legal and Compliance teams to codify rules and escalation paths for licensing policy deviations.

4. Cross-Functional Collaboration

  • Work closely with Product, Engineering, Pricing, Finance, and Legal to align licensing constructs with both business models and technical enforcement.
  • Serve as the subject matter expert (SME) for entitlement governance and licensing compliance across the product lifecycle.
  • Collaborate with Engineering to embed compliance hooks into the Now Platform and product services.

5. Enablement & Communication

  • Develop and maintain documentation, templates, and knowledge bases that guide product teams in defining meters, roles, and entitlements.
  • Lead internal enablement programs, including training, playbooks, and standard operating procedures (SOPs) for licensing governance.
  • Communicate updates on standards, tooling enhancements, and governance changes across all relevant stakeholders.

Responsibilities Summary

  • Govern product licensing standards, metering processes, and entitlement policies across ServiceNow’s product lines.
  • Maintain internal tooling and compliance infrastructure to ensure licensing integrity throughout the software development lifecycle.
  • Institutionalize executive review boards for introducing or modifying meters, roles, and cross-portfolio entitlements.
  • Develop end-to-end licensing processes embedded in each release cycle and ensure consistent adoption across all business units.
  • Partner cross-functionally to integrate governance frameworks into ServiceNow’s AI-native commercialization model.

Qualifications

  • 12+ years in enterprise software product management, preferably in SaaS or platform companies with complex entitlement architectures.
  • Proven experience with licensing frameworks, entitlement management, or metering systems.
  • Familiarity with hybrid subscription and consumption-based business models.
  • Strong technical fluency in platform architecture and integration of compliance tooling.
  • Excellent collaboration skills — able to influence without authority across Product, Legal, and Engineering.
  • Analytical, systems-thinking mindset capable of defining company-wide governance models.

For positions in this location, we offer a base pay of $217,500 - $380,700, plus equity (when applicable), variable/incentive compensation and benefits. Sales positions generally offer a competitive On Target Earnings (OTE) incentive compensation structure. Please note that the base pay shown is a guideline, and individual total compensation will vary based on factors such as qualifications, skill level, competencies, and work location. We also offer health plans, including flexible spending accounts, a 401(k) Plan with company match, ESPP, matching donations, a flexible time away plan and family leave programs. Compensation is based on the geographic location in which the role is located and is subject to change based on work location.
