What you'll do
The successful candidate will be responsible for developing and executing a global government affairs program in the EMEA region consistent with company strategy, meeting goals and objectives, and developing organizational capability. You will navigate a complex regulatory landscape to protect Docusign’s market access and establish our platform as the “Trust Layer” for the global AI and digital agreement ecosystem. The role will be responsible for leading strategic regulatory advocacy, positioning Docusign as a thought leader and partner with the government. Working closely with business leaders in the UK and Europe, the Government Affairs Sr. Manager will ensure the organization has a strong voice in public policy discussions and contributes to shaping legislation or regulatory frameworks relevant to Docusign’s business. They will engage with external lobbyists and consultants, as well as collaborate with internal subject matter experts and senior leaders of the company on government affairs initiatives that provide direct and measurable value. They will provide project management, policy direction, and compliance support to the global government affairs program and legal team.
This position is an individual contributor role reporting to the Global Director of Government Affairs.
Responsibility
Play a central role for the Government Affairs function, ensuring the development and execution of a government strategy aligned with business objectives in the UK and Europe
Work cross-functionally to support the Head of Global Government Affairs in wider global initiatives as needed, including setting the strategy for the government relations program each year
Partner closely with Docusign’s senior leadership, legal, public policy and responsible AI teams to develop, coordinate and implement a government affairs and stakeholder engagement strategy.
Engage internal issue experts, trade associations, coalitions, and contract lobbyists and consultants to implement the strategic plan
Provide support to strengthen the growth of the company through intelligence gathering, regulatory monitoring, developing public policy positions, advocacy, and community engagement
Manage Docusign's internal government affairs processes to include internal government affairs working groups, newsletters, and other cross functional government affairs activities
Evaluate, track, and report out on pending legislation and regulation, survey and communicate its impact on the organisation, and develop the organisation's response
Cultivate and maintain a network of Policy Champions among MEPs, UK MPs, and key officials within the European Commission (DG CONNECT, DG JUST, etc) and national ministries
Lead Docusign’s participation in critical industry associations (e.g., BSA | The Software Alliance, techUK, Bitkom) to amplify our voice on cross-border data flows and cybersecurity
Manage Docusign’s political law compliance process in Europe through management of EU and national lobbying disclosure requirements, working in partnership with the compliance team and consultants
Establish a Policy-to-Market (P2M) engine to rapidly translate legislative wins into actionable sales collateral for the EMEA Go-to-Market teams
Job Designation
Remote: Employee is not required to be in or near an office frequently and works from a designated remote work location for the majority of the time.

What you bring
Basic
Bachelor's degree in public policy or related field
Fluent in English
12+ years of government affairs experience
Experience with the legislative and regulatory process in the UK, EU and member states
Project management experience and knowledge of lobbying practices with the European Commission, European Parliament, UK and EU Member State governments
Experience drafting and reviewing internal and external policy communications and materials such as newsletters, white papers, blogs, comment letters and legislative analysis
Experience providing advice to senior leadership and lines of business by providing timely, concise analysis of emerging political, policy and regulatory issues, to help shape the company’s position
Experience managing multiple projects under pressure in a dynamic, fast-paced environment
Experience navigating intricate and fluid political and policy debates across jurisdictions, prioritize issues and distill key messages for a variety of audiences
Preferred
Fluent in another European language with preference of German or French
Proficiency with Google suite and demonstrated ability to leverage AI-driven tools to enhance intelligence gathering and regulatory monitoring, providing data-backed insights to optimize public policy positions and advocacy campaigns
Proven track record of contributing to and managing successful advocacy campaigns and developing and maintaining relationships with policymakers and staff relevant to Docusign
Ability to work in a cross-cultural environment and manage relationships in multiple countries and time zones
Proven experience navigating complex digital sovereignty and data residency narratives in the EU, with a track record of shaping technical standards for digital identity (eIDAS 2.0), identity and business wallets, and AI governance (EU AI Act) to ensure non-discriminatory market access for global SaaS providers
Outstanding communications skills, both oral and written with an ability to effectively and concisely present to senior internal and external audiences
Strong leadership skills for effectively working with internal issue experts, lobbyists and consultants, associations and coalitions to drive positive legislative outcomes
